* The Elsie Gaches Village is the only government center for the mentally challenged persons. It provides care and rehabilitation to abandoned, neglected, children with special needs such as cerebral palsy, epilepsy, visual and hearing impairment, mental retardation, autism an other related illnesses. It has 14 cottages that can accommodate up to 470 clients at a given time. It is managed by the Department of Social Welfare and Development, National Capital Region.
